evowner... great story about why renewable s don't get affected by oil prices.. cause they are above oil prices... see the fossil fuels folks.. they are screaming and running for their lives.. their income is being sucked out of them.. soon.. their products backward and obsolete will be all but replaced by a new grid.. one that powers all.. with clean affordable, trad-able energy that folks will make right at home.. these old dinosaurs .. well their days are numbered.. Boo hoo! best J1

"Enhanced Oil Recovery Tax Credit, Marginal Well Tax Credit," First, let's understand when these credits were implemented. The EOR credit was implemented in 1990, and the MWTC was signed into law by President Bill Clinton in 1994. These two tax credits are used exclusively by the small and independent producers who take over operations of aged oil and gas fields after the larger companies have divested those fields.

evowner repeats the ignorance: "Percentage Depletion" Apparently evowner and others are ignorant to the fact that every industry is allowed a depreciation deduction on its assets under Federal Tax code. Additionally, this deduction was REPEALED for all integrated oil companies, such as ExxonMobil, Shell, BP, Chevron etc. in 1975. Percentage depletion since then has only been available to independent producers and royalty owners. Elimination of this common tax treatment would have no effect on Exxon etc. at all, the fact is the hit would hammer small producers and royalty owners hard.

evowner, the amendment you are referring to was not attached. Yes, bitumen, at the time Congress created the OLTF, was not considered for the per barrel oil tax. It appears, as was Chuck Schumer's attempt, that some were deceived into believing this relieved TransCanada of any and all liability from spills. That is absolutely not the case. The OLTF is not used unless the responsible party is unknown or refuses to pay.

"Is it true this pipeline doesn't have any liability for the cost of spills?" ============================== Absolutely not true. Where did you get that idea?
