If the House didn't shoot themselves in the foot by trying to force the issue in 2012, it might have been done now. If the citizens of Nebraska who are concerned about the route of the line didn't file suit in Nebraska district court, it might have been under construction now. The president doesn't have any control over those actions so it's not his fault it hasn't been issued a presidential permit yet, and thus you can't say he opposes it.
