People give credit/blame not where its due.
Carter for instance, did a lot of good - but high crude oil prices (over which he had no control) killed the economy and hence people's opinion of him.
Reagan, did less than Bush senior, Carter, or Obama - but he benefitted from a price-war within OPEC that dropped crude oil from nearly $38 per barrel, to less than $10 per barrel. That is what truly fueled "his" trickled-down economy.
