Will that slow down the increase in Obama's spending of our tax dollars?
In case you may have missed it but the Congress raises the cash and spends the cash. The president can only agree to or veto spending bills. At least that was the way it worked as of yesterday.

But with respect to future debt; would it not be wise and just for that nation to declare in the constitution they are forming that neither the legislature, nor the nation itself can validly contract more debt, than they may pay within their own age, or within the term of 19 years.

Yes, the continuing resolution will be the "biggie". The sequester is a reduction in the INCREASE on spending for next fiscal year. It won't make that much difference until September. Anyone who is crying "Wolf!" is assuming that there are not ample department funds to shuffle to cover expenses. There are.
