Here are some highlights:

CRUDE INVENTORIES:
Crude oil inventories increased by 2.6 million barrels to a total of 384.0 million barrels. At 384.0 million barrels, inventories are 36.5 million barrels above last year (10.5%) and are above the upper limit of the average range.

GASOLINE INVENTORIES:

They love to put it to the consumer everytime there are negative issues that could diminish supplies despite the poor economic conditions.

A long time ago, they did that with the railroads. Each carrier owned their own track. The govt forced them to standardize the track width, depth of the rails, and then they went after the car makers, standardizing the car coupling. They can do the same thing with coordination of refinery maintenance.
