The Sierra Institute for Community and Environment won a $250,000 grant from the U.S. Forest Service to develop a wood-to-energy project to help reduce the risk of wildfire and provprovide economic opportunities in rural Plumas County.
The funds will be used to engineer and design a centralized small-scale facility to process woody biomass removed from local forests, said Jonathan Kusel, executive director of the institute based in Taylorsville.

The Forest Service grant dovetails with a separate $300,000 grant from the California Energy Commission, awarded in February, to develop a cluster of wood-fired boilers to provide heat at local community institutions
Among the goals is studying the feasibility of replacing existing fuel oil and propane heat systems with woody biomass, Kusel

And what about the CO2 and particulate emissions in California? Will CARB allow as new pollution source of this nature be constructed?

As long as they burn dead wood and brush, yes, sounds like a good idea but what happens when the dead wood is cleared? I wouldn't want to see this grant to be used as an excuse to clear healthy forestland.

I agree the $$$ would keep a couple people out of the unemployment line for a few years. I guess this project is like the $100.00 hammers. Should have just given the money to Nancy Pelosi to give to her brother-in-law for his $7 Million dollar Solar Project in the middle of the desert in Nevada.

Clear cutting the rest of the US won't curb emissions; it will only significantly decrease the natural CO2 absorption while doubling the CO2 generation as these smaller plants typically have marginal emission control systems.
