Denver is looking to modify its rules and regulations to expand car-sharing in the city, with hopes of directing more people to transportation alternatives. Think of it as B-Cycle for cars.
Proponents cite the increasing popularity of car-sharing around the country, something they say is reducing air pollution and getting cars off the road. However, others worry that the city's plan to allocate scarce downtown parking spots to car-sharing vehicles could exacerbate an existing parking shortage. The city's plan creates a new regulatory framework for car-sharing companies, allowing the city to approve permits for the vehicles. What I don't understand is that they think they can get people (presumably they're talking about couples/families) to own only one car. This must assume that they both work downtown or one usually stays at home, but they also live in the service area. That's a lot of assumptions, but it's reasonable to think the program might get some families to only use one car at a time in the city center.

hidden in the article is Denver's real reason why they like car-sharing; they plan to tax it.

Good for Denver. However, carpooling it's been tried for decades and its not efficient in the terms of easing the traffic. Better public transportation should be in focus.
