my spouse drives for MOW once a week...it is about 30 miles. In her Prius this is about .6 gal, so the 3.5 cent tax is an extra 2 cents per week

I like the idea of donating gas cards to Meals on Wheels. My current work does not give me time to prepare or to deliver meals, but I can find some money to contribute a gas card. In addition, when I buy the gas card from a local high school, it will do double good when the high school gets a charitable contribution from the gas company. :)

Charitable donation deductions aren't available to everybody. Some donate anyhow. Years ago I had some awesome experiences volunteering for Meals on Wheels. It gave me the opportunity to get to know some people that I never would have met otherwise. It gave them some face time to chat with someone. Some of my children have also donated time preparing meals. Good experience for them as they interacted with adults while they were still teenagers.
Everything isn't about money. Volunteers will still find a way to volunteer.

I'm one of those do gooders who volunteer time and fuel for Meals on Wheels. Fuel prices could double, and I'd still volunteer--I'd just have to cut my fuel budget elsewhere. In Canada, that sort of thing is not an income tax deductible expense. Actually donating money to M on W (which I also do) IS a charitable deduction both in the US and Canada. So, if you can't do it, donate.

As to why some folks prefer the SF area, about 7M, to Topeka, about 1/8thM, I guess the numbers provide a clue. Not that nice weather year round is required to enjoy life, but it does help. Kudos to the volunteers and we see the same support here.

Why and where does the CA increased 3.5 cent increase go? How can the general public require a ballot vote before government officials new higher taxes which are pushed on to the consumer? Why will not most government agencies cut down on waste, conferences out of town, fraud, etc first?

Being a volunteer does not prevent you from the tax deductions you are entitled to take when filing your income taxes....it is tax deductible under "Charitable Contributions". The dollar amount for the gas can be deductible (cash), and seperate the miles you put on the vehicle for mileage deductions.
