I think that people here miss the significance of Valero buying rail cars instead of investing in Keystone. Valero sees crude needing to go somewhere other than where Keystone will deliver it.

The title of the article (Keystone XL critics now hang hopes on delaying the pipeline) says it all. And the "greenies" have already done a marvelous job to secure delay after delay. My guess is that BO will NOT approve the KXL and that this project will need to sit tight until 2017, if there is still an interest then and a United States of America.

If Obama would lower the whopping 44% tax he imposes on refiners, they might be inclined to export less gas and distillates. We all know that if the Keystone XL pipeline deal is approved, the refiners will export ALL of it, especially if Obozo insists on taxing the hell out of them.
I oppose the pipeline because with the number of storms and tornadoes we've had in the Midwest in recent years, the pipeline will leak or burst and the toxic tar sands oil will wreck havoc on our soil and in our waters. Plus, as long as there is no commitment from big oil to keep any of that oil here, this pipeline deal will not lead to lower gas prices, in fact they'll go up as soon as there is any problem with the pipeline or distribution from Canada.

For those of us who can remember Alyeska, this is far from a done deal. Biggest impediment I see is the Energy Act of 2005 and the provisions to prevent blackouts. Since the grid in the area of 5 pump stations in Nebraska is only 69kv you will not be able to start the pumps on three stations if two stations are already running. The voltage drop in starting the third motor will cause the voltage to go too low and the line to drop all five stations. The best case is a local blackout in northern Nebraska; but depending on time of year it may cascade like Ohio did in 2003. It is a problem severe enough to require the use of 97mw of diesel engine powered generation right now as I type this to keep the lights on in that area. That fuel costs 30 cents per kwh which Keystone will have to pay all of. Modifications of lines in that area to get cheaper electricity affect Ft Calhoun and Cooper nuclear plants directly and Wolf Creek in an N-2 contingency. That means the NRC and the North American Electric Reliability Council will have to approve the plans to upgrade the grid and that won't happen until 2014. NPPD has already announce that in a story that posted twice here. After that NPPD will have to file an application to build the lines at the Nebraska PUC. Then NPPD can order the transformers and oil circuit breakers(delivery early 2016 since there are no high voltage transmission transformer manufacturers left in the US these are not off the shelf items and spares elsewhere cannot be used after the Ohio blackout. The problems are such that all you have to do is look at the delays that the new generating plant at Holcomb Kansas has encountered in the last 6 years. 2016 is the soonest that the pumps will run.
If oil production in the lower 48 continues to develop at its current pace there will be no market for the oil. Production increases in Texas alone will be 85% of Keystone capacity. Economics of the pipeline operations will lock the crude out of the Gulf Coast refining market.
