.S. consumers facing the highest gasoline pump prices ever for February may see further increases as global crude oil futures climb and breakdowns and seasonal maintenance at refineries reduce fuel supplies.

Gasoline futures have surged 11 percent this year, making the fuel the top performing commodity in the Standard & Poor’s GSCI index. Prices at the pump are up 14 percent this year and have risen 33 straight days, according to AAA data. Brent crude in London, the pricing basis for gasoline imports and for oil used by coastal refiners, advanced to a nine-month high Feb. 8.
Unit breakdowns and seasonal repairs reduced refinery processing by 8.3 percent since mid-December, cutting fuel production, Energy Information Administration data show. Regular gasoline has jumped 45.6 cents ...

I thought the only product exported is refined foreign crude under contract.

Why would anyone expect a refinery to run continuously, in perpetual motion? Does your car run all year long? A locomotive? An airplane? A power plant?

I think this is just another reason to jack up the price. No business will shut down to lose revenue. I am sure the refineries shut down certain areas for maintenance because there is no demand.

All excuses, manipulation, speculation, and lies.

Refinery maintenance is a yearly routine, but certainly not these record prices.

Excuses for price gouging! These could be done on a rotational basis to not interrupt production.

Instead of budgeting for repairs, the company big-wigs took bonuses and are passing off the cost of repairs to the consumer...

Sycamore, bsnort, why would they build new refineries when they weren't operating existing refineries near capacity? Explain why current refining capacity is near an all time high.

I believe the last new refinery built here in the US was around 1970. The main reason there haven't been any built is because of the enormous cost just to get through the approval process - takes about $1 billion and 10 years to go through the permit process, environmental studies, etc. That doesn't include the lawsuits you'll face from all the NIMBYs. The process has got to be streamlined but here again, we are dealing with the govt. The oil companies aren't gonna spend the money to fight the uphill battle. They're making money with these outdated refineries - it's not like we can go shop somewhere else (and they know it).

“What’s driving the price up is the fear we might not have enough supply,” can only be true if the supply is being manipulated which it is. Of course there are other issues that affect the price of transportation fuel just as much or more.

Poor excuses is the same old thing. You would think that they would come up with more advanced refineries requiring less maintenance.

If they were allowed to build new refineries, they wouldn't have to spend so much money on maintenance. As it is, they haven't been allowed to build any refineries since the 1970's--good luck maintaining equipment at least 40 years old!

Consumers suffering for deferred maintenance of refineries is ludicrous. They need to reinvest in their facilities just like a homeowners need to invest in his/her house.
