A surge in oil production from the giant Bakken formation has spawned plans for a second new refinery in North Dakota as companies seek to take advantage of cheap crude.

MDU Resources and Calumet Specialty Products Partners said on Thursday they will jointly build and operate a 20,000 barrel a day (bpd) refinery in Dickinson that will run Bakken oil to produce diesel fuel. The joint venture will be called Dakota Prairie Refining LLC.

"Construction of the refinery could begin this spring and is expected to take up to 20 months," the two companies said in a statement, adding that the engineering and plant designs were in their final stages.

Oil production in North Dakota has jumped to 730,000 bpd from just over 100,000 bpd in 2006, primarily due to Bakken output,

Refineries in North Dakota aren't going to solve any problems. How are you going to get the refined product to where it is needed. You still need a pipeline or railroad cars.

The feds won't need to lift a finger, the banks will do it for them. No bank is going to finance a refinery in ND without pipelines or rail transport so we are back to square one.

Once built, they'll need to keep it up and running in order for there to be a chance for reducing gas prices.

Its about time that we started building more refineries here in the US to take advantage of our vast crude oil reserves. Hopefully this will start a trend of more and more refineries producing more and more gasoline and diesel and maybe, just maybe we'll see $3.00 per gallon here on the west coast.

Hope it happens but I will believe it when it is up and running. Red tape, EPA, Tree Huggers,,,ect will slow construction down or bring it to a halt.
