New York Governor Andrew Cuomo proposed a bill in his $136.5 billion budget aimed at speeding recovery from Hurricane Sandy by allowing private companies to finance public infrastructure projects.

If approved, the measure would mark the first time private entities could play a role in financing construction of state roadways, buildings and flood-control projects, according to budget officials. Private companies would pay upfront building costs, and New York would pay them back using federal funds it expects to get from Congress, according to a memo attached to the bill.

Sounds like a good plan instead as the state waits for more federal funds.

Guess Gov. Cuomo has never heard about bonds. Shifting to private is a poor bad idea, much like the proposed financing scheme for the Tappan Zee Bridge work!

I love how Cuomo will spend millions to help downstate, but the upstaters who needed help after flooding disasters after Irene, received little help from gov't and even less assistance from downstaters.

He's pretty trusting that there will be money coming from the feds, but I guess they can just fire up the printing presses again or maybe just make them their own trillion dollar coin

Could be a problem if Congress doesn't come through with the money that Cuomo expects to get. They have fallen short in the past!

Let's see what happens. The "children" in Washington took over 60 days to approve emergency relief aid this month for New York, New Jersey, and Connecticut. That is far too long.

"using federal funds it expects to get from Congress": that could be iffy.

We are praying for the family and friends of those hurt on the Texas campus.

"Private companies would pay upfront building costs, and New York would pay them back using federal funds it expects to get from Congress,"

Why not just get the funds from Congress and eliminate the middleman?

A useful approach to expediting what needs to be done. But it assumes Congress will provide the funding.
