Guess Gov. Cuomo has never heard about bonds. Shifting to private is a poor bad idea, much like the proposed financing scheme for the Tappan Zee Bridge work!

I love how Cuomo will spend millions to help downstate, but the upstaters who needed help after flooding disasters after Irene, received little help from gov't and even less assistance from downstaters.

He's pretty trusting that there will be money coming from the feds, but I guess they can just fire up the printing presses again or maybe just make them their own trillion dollar coin

Let's see what happens. The "children" in Washington took over 60 days to approve emergency relief aid this month for New York, New Jersey, and Connecticut. That is far too long.

A useful approach to expediting what needs to be done. But it assumes Congress will provide the funding.
