Sorry docp, but as usual you are lifting your leg on the wrong tree! The 'weights and measures' inspectors of each state in the northeast do an excellent job at finding and exposing the usual business cheaters amongst the local fossil fuel energy distributors. Unlike some other states, they are all professional and follow established standards.

That is why you have government regulations as to weight and volume measurements. Corporations can not, nor will not regulate themselves honestly. Because of their, corporations, attitude of limited liability, they only do what the government makes them do.

I remember in the 1970swhen we thought heating oil at $1 per gallon was a big jump and high price! With costs now even higher, accurate metering is pretty crucial if the consumer is not going to get an even shorter end of the stick.

These trucks operate on the edge of legal - they are full of safety violations. The operators are small businesses who don't want to pay any more than they have to in order to keep the trucks on the road. One crashed and exploded in a town near me because of code violations. The news media was full of interviews with businesses who either don't understand or don't care about the codes.
They see it like a foul shot in basketball, just part of how the game is played.

What a concept! People doing the job that they're hired for.
Yea, yea, I know, most of us do our jobs but it seems that there is so much more things to do, to inspect, to verify, etcetera than there are people to do the job. And unfortunately, most state governments will let employees retire and not replace them putting a higher workload on those left behind because of the budget.

Record cold along with record heating oil prices and the democrats & Obama cuts the low income heating program for the 2 nd year in a row. Guess that extra money went for his 2 Hawaiian vacations in December since it cost 1 million each trip.
