The Environmental Protection Agency issued a notice to Shell, saying its operation of the Kulluk while drilling in the Arctic Ocean violated its permit under the Clean Air Act. Shell submitted 17 “excess emission” or “permit deviation” reports to the EPA, the agency said. “Shell violated numerous conditions in the permit during the 2012 drilling season,” Edward Kowalski, director of the EPA’s compliance office, wrote in a letter to the company yesterday. A company can face penalties of $37,500 a day for each violation, the agency said."

The usual bad move by oil industry executives. Moving the 'big' rig so far into the winter season risked many lives for very small savings on a tax cheat scheme. Royal Dutch Shell and their top executives have proved once again they are just a bunch of greedy and suprisingly stupid beancounters.
Some of the shill defenders of the 'industry' must change the subject here per the API playbook. As usual they ignore the facts and subject at hand.

The "taxers" just don't get it. When you try to rob, er, pilfer, uh, tax people, they will look for every opportunity to avoiding being robbed, er, pilfered, uh, taxed!
