Really? The most poorly run state in the Nation needs another government agency to provide oversight?
Here is the acid test. If they form this oversight agency to watch over the California government, then after the first year the conclusion better be "shut down California". Otherwise the oversight agency is just a sham.

They even admit they are not moving smartly but then miss the real point. The media and the church of the green have everyone so cowed they accept everything they are told without a second thought. Therefore they make decisions out of panic or guilt rather than rational thought.

NHL says "California is doing quite well..." ========== LOL, since when has a $16,000,000,000 budget shortfall, the highest state income tax in the nation, 10.2% unemployment, a credit rating of A- (that's six levels below AAA) and the lowest in the nation, been considered "doing quite well???

California is doing quite well and has always been a technology leader.
When crude oil displaced mineral oil and whale oil, I suppose there was a "cohesive strategy" from the likes of J.P. Morgan et al!
If California state government waited, all residents would still be encased in smog for most of each year and millions more would have expired from lung cancer.
