Using tolls to pay for an already built roadway is wrong. Toll roads are supposed to be for new construction that offers a quicker alternative to current roadways.

Collecting tolls is a lot more expensive than raising gas taxes. But gas taxes aren't perfect either. For one, people who travel through the state will fill up at the border and avoid filling up through the state if they know gas prices are higher. This would be a problem especially with heavy trucks that cause a lot of damage. Perhaps a compromise could be reached: raise gas taxes for everyone and impose a toll for tucks, based on their load.

A tax for road usage is a discouragement to use tax, like a penalty. Usually there is not an alternative free route that is commercially economical. Toll road should be eliminated. If they are so economically good then "free market" would create them. Instead they created because of a void created by irresponsible politicians pandering to their special interest PACs.

at least a toll is paid by the users of the road. a gas tax is paid by anyone buying gas despite never driving on the road. I don't like tolls, but at least they are a much more "fair" approach to generating revenue. If you don't want to pay a toll, just don't drive on the road.

Of course tolls are preferred, since only drivers passing thru them will pay, whereas gas prices hits everyone's bottom line.

Fuel taxes is one of the fairest taxes, you pay as you go. The more you use teh roads the more you pay. Tolls is just another tax in a different way.
