Can someone tell me who regulates these gas prices and how are they determined?

No one will admit to having that control.

A combination of the oil companies, speculators and investors control basically all pump prices.

No government price regulation please. That always smacks of cronyism.

"Makes sense, I wish I was a Petrolium Company owner! No regulations, must be nice! "

What fuel products are sold for is a function of supply and demand. However, just because a product is sold on the free market, does not mean it is unregulated. Fuel is one of the most regulated products in the US.

We have 2 points totals. One is our total points, one is our available points. Your points total never goes down. Your available points reflects the number left after using any for draw entries.

Do we lose points by trading them for a raffle entry for gas cards?

Gasoline prices are, for the most part, not regulated. They are set by the market. Not the market you and I buy in, but the traders' market. Gasoline and oil are both traded by speculators for profit.
