That is correct. I don't know why it has taken so long to fix this bad usability problem with a very simple coding change. It has been this way since I first joined the site in 2004. Surely it has been suggested before this year. :)

Likewise, immediately after clicking Insert Link, the focus isn't set to either of the fields in the new dialog box.

Another example of the same problem is while typing a reply, after using the Insert Link option the cursor's focus is no longer in the reply text box. It should ideally be at the end of the inserted link, ready for the member to continue typing the reply message.

This suggestion has been added to the Suggestion Tracking List as a new subject.
To paraphrase, after you click the Post A Reply button, you want the text cursor to be automatically positioned in Column 1 of Row 1 of the Member Message Dialog Box, right? Why not?
