This is a weird question. Before digital TV was mandated, analog TV actually was fairly well receivable by moving vehicles even with interference generated. But I've heard that ATSC digital signals are a bit more dicey and a lot of signal drops happen making it somewhat hard to receive without two way acknowledgment.
With the advent of PVRs (watch it later!) and cellular towers (watch on your cell phone), this may have been overcome.
I would have hoped this service is only for passengers and perhaps for RVs when they are parked; but parked RVs are no different than residential receivers.
(And I should rant about about "video on demand" and how it wastes limited over-the-air bandwidth...)
