It depends how hard it is raining. I have pulled over two or three time in my life when it was coming down to hard to see well.

I drive slower, use headlights and driving lights and never use the cruise control. I might add that I carefully maintain my tire pressures and replace tires when they are worn out. Also, I increase my driving distance between the vehicle ahead of me and assure my wiper blades (both front and rear) are in good condition.
