You can either obtain a transponder, or you can receive a bill in the mail from a picture they take of your licence plate.

Apparently a scanner picks up your vehicle as you enter the bridge. The fall-back technology involves license plate recognition: you are sent a bill in the mail.

There are lanes dedicated to only car poolers and buses, but if you are alone in your car and still want to use the HOV lane you can buy a device to put in your car and then they send you a bill every month according to how many times your car was scanned driving in the HOV lanes.
