What makes someone a top spotter for a gas station?

For one station it says Mr.Smith has been top spotter for 127 days and has reported for 22 straight days. I have reported for 27 straight days at the same station. Shouldn't I now be the top spotter due to reporting for more consecutive days?

If you ever get an answer let me know. We've got several spammers here who do nothing but spam prices. At one station I posted a price at 12:30 am...I had 30 days and the person who spams prices had 29. No one posted a price the rest of the day..the next day I had 30 they had 30. I think what they might be doing is that if someone posts a price within an hour, they then take the mobile app and post a price prior to the latest price. That way their price doesn't show up but they still get credit.

The worst thing they ever did for the app was create the top spotter, they need to get rid of it. However this encourages people to post, if they post they are counted as using the app and therefore seeing the "ads"...the more people see the ads the more revenue they receive. So Gasbuddy has no incentive to get people to post valid prices.
