The equipment they needed got there late. Too late for them to ship it up there and start drilling. There is always next year.

Without having their equipment fully prepared for the conditions they face, a oil spill would be both an environmental and financial disaster for everyone. When it's safe to drill, drill and not before.

Part of the price for the new 'energy' glut I suspect.
