I assume you're comparing gas prices and weather changes, so your question is, if you're paying for weather information, do you pay more if it looks like it's going to snow or if there'll be a snow storm. No, you're paying for a review of fixed information; that's an entirely different issue than if fuel deliveries are affected by weather, or by any other external reasons.
Or are you asking about something else?
