So buy your gas there! What are you complaining about? It has the lowest price for rug. Buy it! $3.199 is a great price. Don't pay any attention to danny999.

"This station is posting an eye-catching low price, but has no product. They'll fill up their tanks, and I will bet their price will not be "lowest price in the county.""
Maybe I'm missing something but are you saying that the station is posting (changing) gas prices that can be seen by drivers, posting lowest in the area prices, but has no gas to sell? (That is, in your words, the station has a low posted price "but has no product"?)
And/or are you saying that they currently have no gas for sale (for however long this has been the case) but that when they do fill their tanks and have fuel to sell that they'll raise their price and will no longer be Lowest price in the county"?
If that's what you're saying (the above paragraph), it doesn't matter what the price is if there's nothing to sell. If the station's pumps are closed (or the station isn't open for business), it's less being deceptive than it is that simply that no one has removed the price numbers from the sign. But, the first part of the original post seems to be indicating that the station has a lower price if you use the station's proprietary credit card or "bullion" (whatever bullion means). And as long as the posted price indicates that the price "is with this credit card...or with bullion", then it's not deceptive; it's pointed advertising or pointed price posting.

Point being?
This station is posting an eye-catching low price, but has no product.
They'll fill up their tanks, and I will bet their price will not be "lowest price in the county."
I find the practice deceiving and so I choose not to patronize the place.
I can get Top Tier gas for little or no premium over this outfit - nearby.
Some of us don't carry fifty or a hundred bucks in our pocket.

First, why is it deception just because they post a price that's applicable if you use their card? Are they not telling you the price until after you pump gas?
I assume you mean that the Gas Buddy price is showing the discounted price. That's a problem for your local members, not a General Gas Talk issue, where your post is being read by members across the United States and Canada. Simply correct the price if you think it's wrong.
As for pumps being closed, if you're saying that the gas station with the low prices is closed, simply ask someone in your local discussion to note that in the Master Station List, and maybe let people know in your local discussion category.
Sorry, but I just don't see someone posting the wrong price or posting for a station that's temporarily closed being a "rip". It's a member issue, not a gas station "rip", whatever that means.
But if you're really concerned with gas prices, why not, just once in a while, post gas prices? Your posting might keep the Gas Buddy posts correct.
