To discharge static electricity. And do you use the Gas pump nozzle holding device? I personally don't use the holding device even when filling to a full tank. When dispensing fuel I apply continual force to the nozzle lever for the time it takes to dispense the gasoline, which can be several minutes. By pumping this way this eliminates the risk of creating a static charge from rubbing your hands on your clothes.

If your gas door is metal then you ground yourself when you open it. I lean on my vehicle with my free hand, just to be sure.

I never ground myself when topping off my truck. I normally just float above the ground so there's no need to be grounded. It's true. Really.

I figure if you believe you need to be grounded when topping off your vehicle, you'll believe my ability to float too! Gosh!

this might be a problem in dry cold climates, but static discharge from a cell phone is no danger.

By opening the fuel door, or touching the vehicle you've bonded yourself and neutralized the static potential between you and the vehicle, then grabbing the nozzle (with bare hands) does the same to the dispenser, at this point static potential is pretty low. The way to make it even less is to hold the nozzle and touch the vehicle before inserting the nozzle into the filler neck.
This is more important in drier climates... much less static potential when the humidity is higher around you.

Those who think that static discharge is not a problem is a higher risk at being the next gas pump fire statistic.
