I always maintain contact with my car's body to discharge static when I'm getting out of the vehicle, even if I'm not getting gas. I just don't like getting unexpected static shocks after getting out of my car.

When you refuel you grab the nozzle and most nozzles are grounded. So at the start you have no built up charge. if you remain at the pump you won't be picking up any charge, so you can grab the nozzle and hang it up. Pretty safe. However, the biggest risk is if you get in your car, and build up a new charge from your clothing and car seats. Now you go back and grab the nozzle and there wasn't a perfect seal between the nozzle and car, fumes are there that could ignite if the build up charge creates a spark and you have an explosive mixture present due to an improper seal between the nozzle and car. A lot of rural area have non sealing nozzles, those will of course have the greatest risk. Stay with your pump when refueling!!!! this may be why some states have outlawed individuals refueling their own cars. New Jersey and Oregon are a couple of states where it is illegal to refuel your own car.

Discharging what charge you may carry happens very easily when you any number of items such as the door to the gas.

You ground yourself when you touch the fuel nozzle and if you stand by the tank while refueling you shouldn't have a problem.
If you tend to get back in the car while pumping (which is not a good idea), it is a good idea to spray the seat down with an anti-static spray if the seats are cloth. When my seats were leather, the static problem was almost non-existent.

I wear a lot of wool, as we keep the thermostat low, and am often carrying a bit of a charge. So my wife brushes her hand across my face to ground out electricity before she kisses me.
