I've been posting for weeks now three stations in the morning on my way to work and the same station when I get off of work yet my commuter status does not change one bit. What conditions other than posting them in AM and PM for 5 days have to be met to get that bar rolling again??

The Commuter award apparently was/is meant to double the fun.

Consider this, if members are willing to report every day for an award, then it follows that many will respond to a second stimulus and be willing to respond twice a day.

Classical Conditioning Award?

It is also a beefed up "Iron Man" award. It should differ from "Iron Man" by not reverting back to zero if you miss a 12 hour period. By going back to zero, it is no different from "Iron Man" in reality. This by itself makes it a stupid award.

The name should be changed to " I Don't Have A Life" award. Since you have to post every 12 hours daily, it is not a "Commuter" award.

Many of the awards do not have parameters that correspond to their literal names.

But I'm a commuter and I don't work 365 days a year.

Here is what you need for the Commuter Award.
Level 1 - Report a gas price in both the AM and PM of a 24 hour period on 2 consecutive days.
Level 2 - 5 consecutive days
Level 3 - 25
Level 4 - 100
Level 5 - 365 consecutive days

You can find a list of specifics for all the other awards in this thread.

Commuter (oddly) is a daily award. You have to report prices every day and not just 5 days/week as if you were commuting to work a 40 hour job. This is one of the ill-conceived and controversial awards. I wouldn't worry about it.
