Got 29.1 on same 500 mile trip in the summer, 28.5 in winter with continuous rain. I blame the rain more than winter fuel.

2010 Prius = 54.6 mpg (The Greater Washington DC Metro Area)
refilled the tank at the gas station today...
stopped the fuel pumps at the first click - the exact numbers were
547.6 miles/10.038 gallons using 87 oct E10 regular gas
Last summer, I was getting +68 mpg so my fuel efficiency has
dropped by 14 mpg (20.5% ) in the winter...

Over the last 10 years I've averaged 18.895 MPG during the winter months with my Ranger compared to 19.764 in the summer.

I try to use a block heater during the winter whenever possible.

With winter blend gas mixed with ethanol, it is about 2-4 mpg less than normal right now.

I lose 1-2 mpg in winter due to diesel anti-gel additives.

With "winter blend" and ethanol now in gas, my mileage in winter slips by 1-4 mpg. I now get around a consistent 26 mpg in the city.
