The Whiting upgrade will allow the refinery to run up to
350,000 bpd of heavy Canadian crude, up from about 80,000 bpd.
The plant's overall capacity will remain the same. 405,000 barrels.
42 gallons per barrel usually result in about 19-20 gallons of gasoline.

Time frame is same as gvan posted below. This facility is massive by any standard.

If you are referring to the Whiting, IN refinery, the updates were sceheduled to be completed by spring but have been postponed until fall. This will allow the refinery to refine Canada crude in vastly increased volume.
